Background:A joint US Government Agency document on Records Management RMS Functional Requirements was published 7-Dec-2005. The document was formed by the consensus of 18 US Cabinet and Department Level Agencies and coordinated by the US National Archives and Records Administration (NARA). The OMG Government Domain Task Force has created a work item to create a specification based on this document and other community inputs. These Functional Requirements are based on fundamental archival theory and accepted best practices in Records Management. The intent is to produce an OMG standard specification for RMS Services that is applicable to industry and government use. (The term “government” here is meant in its most general sense and is not constrained to the US Government). International and Regional government participation is being solicited. Objectives:[excerpt from the RFP] In performing their missions, Government agencies produce records that document and support agency processes, activities, and decisions. Agencies must manage these records from creation through final disposition as integral assets to Government operations. The failure to manage records effectively exposes agencies to considerable risks to business operations and mission success. This RFP requests proposals for models for automatable services to support records management activities. The scope of the services to be modeled extends from record receipt, identification and capture to record disposition. Following the OMG MDA framework, models are requested that describe the business activities the services are to support (CIM), specify the logical service interfaces and functionality (PIM), and define at least one technology-specific implementation of the services interfaces (PSM).

Activity History:23-March-2009 Washington DC Meeting -- GovDTF and the Architecture Board approved the specification as noted in the Alpha Manifest, above. The submission began its DTC electronic vote. The RMS Finalization Task Force was chartered by the DTC. 23-February-2009 – A Revised Submission was received from the Joint Records Management Submission team (CA, CSC, Lockheed Martin, and Visumpoint) in time for the 4-week rule for consideration in the Washington DC meeting commencing 23-March-2009 8-December-2008 Santa Clara Meeting – The status of the submission was presented to the GovDTF. The schedule was updated for adoption in the Washinton DC Meeting in March 2009 23-September-2008 The Joint Records Management Service submission team (JRMS) provided an overview of their progress which they plan to issue in the Washington DC TC meeting in March 2009. 01-August-2008 – IThe Letters of Intent List closed. Two new LOI's were received from Visumpoint and Lockheed Martin. 07-July-2008 – The Letters of Intent List was re-opened in a GovDTF Teleconference. The new list closure date is 1-August-2008, and the Initial Submission Date is 25-August-2008 28-March-2007 – Initial Submission, gpv/2007-03-03, was reviewed by the GovDTF plenary during the OMG Technical Committee meeting in San Diego, CA. 05-March-2007 – Initial Submission Received, gpv/2007-03-03 30-June-2006 – The RFP was issued by the Domain Technology Committee during its Plenary at OMG's Boston Technical Committee Meeting. Letters of Intent are now being solicited as Submission Teams are forming. 25-April-2006 – A GovDTF meeting is planned for the OMG TC Meeting in St. Louis, MO (24-28 April 2006). The principal work item is this RFP. The goal is to issue the RFP in the Boston TC meeting at the end of June 2006. 31-March-2006

Meeting was held at the Fairlakes Hyatt in Fairfax, VA in
conjunction with the OMG Services Oriented Architecture Workshop.
The workshop was well attended by over 50 representatives from
Government and Industry. Twenty government participants attended
representing eleven US Federal Agencies. |
