Background:

NIEM, the National Information Exchange Model, is a voluntary consensus standard developed through public-private partnerships with extensive State, local, tribal, and private sector involvement, facilitated by the U.S. NIEM Program Management Office (PMO) , Bureau of Justice Assistance (BJA) and the IJIS Institute . It is designed to develop, disseminate and support cross-enterprise information exchange standards and processes that can enable jurisdictions to effectively share critical information in emergency situations, as well as support the day-to-day operational information sharing requirements of agencies throughout the nation. NIEM is managed by the U.S. Departments of Justice, Health and Human Services, and Homeland Security, and the Global Justice Information Sharing Initiative .

The National Information Exchange Model (NIEM) is the product of a Federal, State, Local and Tribal interagency initiative providing a foundation for seamless information exchange. NIEM is a framework to:

  • Bring stakeholders and Communities of Interest together to identify information sharing requirements in day-to-day operational and emergency situations;
  • Develop standards, a common lexicon and an on-line repository of information exchange package documents to support information sharing;
  • Provide technical tools to support development, discovery, dissemination and re-use of exchange documents; and
  • Provide training, technical assistance and implementation support services for enterprise-wide information exchange.

NIEM is defined by a set of rules managed under the NIEM process. These rules are codified in several official NIEM documents, including the NIEM Conformance Specification, the NIEM Naming and Design Rules (NDR) [NIEM-NDR], and the NIEM Model Package Description (MPD) Specification [NIEM-MPD] (see below).

The success and impact of NIEM will be enhanced by international consensus standards that define and support NIEM. These will facilitate its use in commercial and international settings. In addition, NIEM standards will help facilitate the production of tools that build on the Object Management Group’s MDA specifications to produce NIEM-conformant artifacts.

Objectives:

The objective of this RFP is to provide a standard for modeling National Information Exchange Model (NIEM) artifacts (Model Package Documents - MPDs) with UML. MPDs include numbered releases, domain updates, and IEPDs (Please see Appendix A for the glossary of terms).

This RFP solicits proposals for the following which together shall comprise “NIEM-UML”:

  • UML profiles for modeling NIEM MPDs; a logical profile that will enable the development of Platform Independent Models for NIEM content, and a second profile that provides the parameters required to transform the logical model to NIEM conformant XML schema and MPD specifications (the Platform Specific Model)
  • A transformation from UML models that conform to the NIEM profiles (described above) to NIEM-conformant MPD artifacts
  • Optionally, a transformation from a NIEM-conformant XML schema set (as defined by the NIEM NDR) to a UML model that conforms to the profile(s)
  • A UML representation of the NIEM controlled vocabularies (reference namespaces) from which MPDs are constructed. This UML representation must conform to the profiles mentioned in the first bullet point.

NIEM-UML represents a collaboration between the OMG and NIEM communities.  The normative specifications produced under NIEM represent requirements for NIEM-UML  These documents include:

The process of utilizing UML for modeling NIEM has already started within the NIEM community.  This existing profile is expected to represent a starting point for the OMG standard but conformance with it is not required.

The UML Profile for NIEM, Version 1.0 (for Domain Updates) and the UML Profile for NIEM Delta, Version 1.0 (for IEPDs) documents have not been published yet to the NIEM website.  However, for the purpose of this RFP, a current version of the applicable documents is made available on the OMG website.  The links to these documents are provided below:
