Background:
During an "Industry Day" of the President's Office of
Management and Budget (OMB) on 13-July-2006, Dick Burk, OMB
Chief Architect announced that the OMB and the Object Management
Group's (OMG) Government Domain Task Force (GovDTF) have agreed
to work together using OMG's community consensus process to
define an industry consensus specification for the OMB's new
Federal Transition Framework (FTF).
GovDTF formed a "Federal Transition Framework Metamodel
Working Group" under its US Government Working Group (USWG) to
address this work item. This work item will dove-tail with
another work item on the USWG Roadmap, "A
UML Profile for the Federal Enterprise
Architecture" which was launched June 2006 during the
GovDTF's meeting in Boston.
Initially a white paper was issued by the GovDTF in its
meeting in Anaheim CA during the last week of September
2006, reflecting work done to-date and outlining the joint OMB/OMG
FTF program. Following that white paper, the
Federal Transition Framework
Metamodel Working Group executed this RFP to provide a
full OMG specification using the OMG's process for industry
consensus.
Objectives:
To produce an industry consensus OMG MDA specification for
the Federal Transition Framework in support of the President's
Office of Management and Budget.

The specification was approved by the OMG Board of Directors. A
Finalization Task Force is seated.
28-September-2007 –
The specification began its DTC electronic vote. A
Finalization Task Force was chartered.
24-September-2007 –
The submission was recommended for adoption by the GovDTF
and approved by the Architecture Board with minor changes.

The RFP was issued by the Domain Technology Committee on
the recommendation of the GovDTF.
13-November-2006 –
The RFP was posted to the OMG server for consideration by the
Government Domain Task Force, the Architecture Board, and the Domain
Technology Committee during the Washington OMG Technical Committee
Meeting 4-8 December 2006.
13-July-2006 –
The Government Domain Task Force activated the work item
between its June 2006 (Boston) and September 2006 (Anaheim)
meetings. This date is the date of the OMB Industry Day held at
George Washington University in which Dick Burk, Chief Architect of
the OMB announced the relationship between the OMB and OMG in
regards to this work item (and a related
whitepaper)
