precise description of functionality and compatibilities required by
systems can be specified. This RFI requests information on
experience or ideas regarding standards and capabilities that might
support Model Based Acquisition.
In the Burlingame meeting, the RFI was refocused. The approach of
the MBA RFI was narrowed to serve the purposes of
OMB Circular A-76,
Objectives:
Responses will be used to define Roadmap Items to produce
specifications that will enable the precise specification of requirements that can be transformed

Activity History:
20080623 Ottawa GovDTF Meeting
– The RFI had fallen to the back burner. It has been rescheduled for
issuance in either the Orlando (September) or Santa Clara (December)
meetings, depending on how much resource can be found to apply to
it.
20071211 Burlingame GovDTF Meeting
– The RFI is scheduled for the Washington DC meeting, March 2008.
The RFI was thoroughly reviewed. The draft MBA RFI was
considered too general, causing concern that the responeses would be
too scattered and not serve the purpose of crafting roadmap items.
The approach of the MBA RFI was narrowed to serve the purposes of
OMB Circular A-76, (http://www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.pdf).
George Thomas of the General Services Administration and Larry
Johnson of TethersEnd Consulting assumed co-authorship of the RFI.
(More can be found in the
Burlingame Minutes.
20070925 Jacksonville GovDTF Meeting
– A brief review of the RFI was held. Issuance will likely be in
Washington DC (March 2008), but if our members can free up enough
cycles from other work items, we may be able to issue in Burlingame
(December 2007).
20070328 San Diego GovDTF Meeting
– Discussion on the RFI contents was held. We are going to attempt
to review RFI drafts between San Diego and Brussels meetings and
issue at Brussels, 25-June-2007
20071204 Washington DC GovDTF Meeting
– Chris Armstrong of Armstrong Process Group, Inc.,
volunteered to assume the editorship of the RFI. We plan to review
the MBA RFI Draft (or notes that will lead up to it) in the San
Diego meeting, March 2007.
20060926 Anaheim GovDTF Meeting
– The Work Item was resumed. The schedule is being worked. An
RFI Editor is being sought.
20060627 Boston GovDTF Meeting –
The Work Item was placed on a "hold" though still under active
discussion and consideration.
- The Records Management Services RFP (intended to
be an example application of Model Based
Acquisition), and
- the UML Profile for Federal Enterprise
Architecture RFP, the FEA being a US Government
framework intended to support acquisition.
20060425 St. Louis GovSIG Meeting -- The Work Item
was scheduled for execution and the initial schedule established.
