Background:
Capability Maturity Models (CMM) have been used
by many organizations for numerous disciplines including
Software Development, Capital Planning and Investment Control,
and Enterprise Architecture to identify best practices and to
help increase the maturity of their programs and processes. At
this time, a CMM does not exist for measuring Records Management
maturity. To fill that need, the US Department of the Interior (DOI)
Records Management CMM has been introduced as a framework that
will provide the criteria for evaluating the effectiveness of
DOI Records Management. The DOI Records Management CMM covers
practices for planning, creating and managing records and can be
used to plan improvements to records management processes. The
framework consists of 5 maturity levels, starting with 1 as
representing the least mature program and 5 as representing a
full potential program that leverages for strategic outcomes.
The DOI has brought the CMM model to the OMG for
standardization.
Objectives:
Using the DOI model as a starting place, interested parties
are authoring an OMG Request for Comment (RFC). An RFC is a
proposed standard specification. When completed the RFC will
undergo successive levels of review and approval through the
OMG's Government Domain Task Force, Architecture Board, Domain
Technology Committee, and Board of Directors.
The intent is to provide a specification that can serve both
the public and private sectors.

Specification
The RMMM Supplement provides specific
tactical guidance and criteria that are required to achieve
eachlevel of the RMMM.By using a Capability Maturity Model
approach, the RMMM Supplemental Guidance provides overall
strategic guidance and addresses the IT Strategic Plan and
Focus Area 6: Information and Records Management. DOI is
also working with OMB to incorporate the RMMM approach into

Activity History:
20080923 Orlando Meeting: An initial June 2008
draft of the RM3 was presented to the GovDTF for review and
comment. The membership of ARMA International is being solicited
to review the draft and provide comments and recommendations
from the point of view of industry. 20070925 Jacksonville Meeting: The Records Management
Maturity Model was created as a work item. The group
is working on schedule and details as well as determining
whether to proceed as a Request for Proposal or a Request for
Comment. Details and discussion can be found in the
Jacksonville minutes.
