Meeting Minutes
  • Records Management Services Version 2 RFP Issued  A draft of the Records Management Services Version 2 RFP (gov/2009-12-01) was reviewed. With minor modifications suggested by the GovDTF and the Architecture Board, the RFP was issued by the Domain Technology Committee in its Friday plenary.
  • Establishment of New Revised Submission Date for the Meta-model for Federal Segment Architecture (MFSA) RFP  The GovDTF reviewed the Revised Submission of the MFSA RFP. Prior to this meeting the sub-mission team determined that it was not quite ready to go forward with adoption and requested the establishment of a new Revised Submission date. The GovDTF established a new Revised Submission date of 21-February-2010, the 4-week rule for the Jacksonville meeting.
  • Open Government Working Group Meeting  The Open Government Working Group discussed the roles that it can play in advancing the U.S. Government' initiative for Open Government. The roles that the working group can play were dis-cussed, including its collaboration with other groups also striving to support the initiative (e.g., W3C).
  • Roadmap Review  Work items in progress or pending were reviewed. Among the work items under discussion were the Skills Management RFP, the RMS Test Suite RFP, the Records Management Maturity Model RFC, and the Meta-model for Federal Segment Architecture (MFSA) RFP.
  • New Liaisonship with the International Council on Archives  Dr. Ken Thibodeau of the US National Archives and Records Administration has suggested that the GovDTF establish a liaison relationship with the International Council on Archives (ICA). The GovDTF immediately began a dialog with the ICA, and it is apparent that such a liaison relation-ship will be mutually beneficial to both groups. An agreement in principle to collaborate on one another's activities involving Archives and Records Management has been established.

  • RFP: Metamodel for Federal Segment Architecture (MFSA), aka "Model for Performance-Driven Government" (MPG).

    This work item was activated from the roadmap during the TC meeting in Orlando in September 2008 at the request of the US President's Office of Management and Budget. 

    The RFP was issued 26-June-2009 by the Domain Technology Committee in San José, Costa Rica. The schedule was made less aggressive than the original draft, now targeting submission adoption for the Jacksonville meeting in March 2010. See the project page for schedule.

    The submission is being renamed as the "Model for Performance-driven Government (MPG)" to more accurately convey its scope.
     
  • RFP: Skills Management
    This w
    ork item was begun during the June-2008 TC Meeting in Ottawa. There was no activity after the September-2008 TC Meeting in Orlando.

    The work item was restarted in the June-2009 meeting in Costa Rica. Japan's Information-technology Promotion Agency (IPA) has provided resources.

    The team is currently iterating through drafts. A new draft is expected for the Jacksonville Meeting in March 2010.
     
  • RFP: Records Management Services Version 2
    This i work item was in the Costa Rica meeting in June 2009. The RFP was issued in the Long Beach TC meeting in December 2009.

    Letters of Intent Deadline: 20100430
    Voting List Deadline: 20100906

    Objectives:

    • Subsume RMS Version 1
    • Create multiple compliance points allowing finer granularity of compliant service provision.
    • Create one or more AttributeProfile specifications. If only one profile is provided it will be of that required to support the extant records management standard DoD 5015.2


 
  • RFP: Records Management Services Version 1 Test Suite.

    This work item was initiated in the Costa Rica TC meeting in June 2009.

    NARA is supporting this follow-on RFP to provide standardized test suites for RMS Version 1.0 implementations. The goal is to enable a first level of Independent Verification & Validation in a procurement, the eventual creation of an RMS Reference Implementation to drive the tests, and the eventual creation of an RMS certification program.

    There is currently no draft of the RFP. Discussion of approach is underway.
     
  • RFC: Records Management Maturity Model
    Work item on hold awaiting resources.
     
  • RFI: Model Based Acquisition
    Work item on hold awaiting resources.
     
  • WP: RMS Context with Other RM Standards
    New Work Item. Schedule to be worked in the Jacksonville Meeting, March 2010
